戚俊（孙兴饰）为一英勇消防员，十年前在一场救火行动中不幸丧生。戚俊之子戚耀辉（林祖辉饰）、戚耀勇立志继承父业，报考消防学校。 戚耀辉在校表现优异，并与同期同学江健华（吕颂贤饰）竞争最高荣誉「金斧头奖」。 江健华生父为黑帮老大洪永贵（罗烈饰），复杂的家庭背景使得江健华个性好强要胜， 冲动不群。在讲求纪律秩序的消防学校裏，屡与总教官张风起冲突。戚耀辉与江健华从最初的互相敌视，渐成患难与共的好友。毕业后，两人与同期同学胡志坚（尹天照饰） 及学校总教官张峰 （潘志文饰）分发至同一单位服务。 戚耀勇在校成绩不佳，未能毕业，并於一场意外中成残，导致精神分裂，最后更成纵火犯，被判坐牢。 戚耀辉原与胡志坚之妹阿娟（杨玉梅饰）青梅竹马，论及婚嫁，后因女警官欧芷琴（翁虹饰）的介入，形成三角恋情。 江健华无意中得知生父竟为十年前纵火案的元凶，对戚耀辉内疚不已，於救...。The Once-Lers are told by the owner that they can sit on the wagon and that it had better not move.
